Use of individual bags to dispose diapers

It has come to my attention that bags were not being used to dispose all diapers, just the ones that had feces in them.

I would like everyone to use an individual bag for each change, it is for a cleaner disposal and more pleasant odor emitting from the garbage can. We are all involved with a very special cause here, and I would like to have full cooperation in this matter.
